I have to call upon you for replies to the following
charges namelyt-
(1) That you were at about & p.m. on the 12th. April by your
own fault in a condition which rendered you unfit for the
proper discharge of your duties.
(2) That you were absent from the offices of this Department
without leave from ♬ p.m. on the 18th., from 12.10 p.m.
on the 18th, and from 2 p.m. on the 14th. April.
The first charge is based upon the statement of Mr.
H. R. Phelipe who informed me shortly after 3 p.m. on the 12th.
April that he had just seer you leaving the lift in a dazed ard
staggering state and enquired if you were ill.
The second charge is based upon my own observatiers.
The following statements have been made in the matter
in addition to that of Mr. Phelips: -
(a) Leung U, Head Messenger states..."I cannot remember if the
Secretary was absent from office on Wednesday, Thursday or
Friday last. Sometimes he goes out for a short while and
comes in again. About a week ago (1.e. last Wednesday 12th.
April) a coolie frem Caldbeck Macgregor & Co. brought 6
bettles of liquor to the Secretary's office. None of us
messengere took any of the liquor to his house. I remember asing the Secretary in his office one day during the latter
part of the week. He appeared to be 111 and not up to his
work. I do not remember which day it was, but it was either
the 12th., 18th. or 14th. It was in the afternoon that I
saw him.
